Limited distribution makes sense.The main reason is because a GK sculptor doesn't have the backing of industrial machinery to make the job easier for multiple copies, like a commercial manufacturer would. ^_^

It's a resin cast? Usually sculptors sell kits like this at festivals and then big companies that are interested buy up the rights to reproduce it in PVC form. Lately though Sakurako has been jointly working with GSC so I believe this was sold around the time of Inori's announcement.
