Wonder Festival or Treasure Festa. I'm unsure if the sculptor is going to release it again (fingers crossed, I want a copy!)
If you're unable to go to Japan, Yahoo Auctions and Mandarake are great places to search. keeping an eye on ワンフェス (Wonfest) and リトルウィッチアカデミア (Little Witch Academia. Add キット (Kit) or ガレキ (Gareki/Garage Kit) to that search to narrow it down) These searches will hopefully help you find them ^^
